CIT and VISA Begin Development of an Unmanned Systems Playbook For Hampton Roads and Eastern Shore to meet growing customer demand for innovative UXS solutions.

NORFOLK, VIRGINIA, USA, July 30, 2021 /EINPresswire.com/ — The Virginia Institute for Space Flight & Autonomy (VISA) and Virginia’s Center for Innovative Technology (CIT) have launched a program to develop a Hampton Roads-Eastern Shore Unmanned Systems (UxS) Strategic Playbook to focus on the continued development and expansion of unmanned ground, aerial, maritime, and space technologies.

The announcement of the playbook and search for UxS solutions began with the Unmanned Systems UxS Industry Engagement Summit on July 28 at Half Moone Cruise & Celebration Center at Nauticus. The event, attended by more than 150 Hampton Roads innovation leaders, presented challenges identified by public safety leadership during an intensive maritime safety workshop held a few weeks ago. Those challenges were presented at the Summit to industry representatives to initiate creative solutions and problem-solving options that utilized autonomous technologies for faster, safer, and more cost-effective emergency response.

The workshop was conducted with support from the Office of the Virginia Secretary of Public Safety and Homeland Security. The participants, which included the U.S. Coast Guard, the Virginia Port Authority, the Center for Naval Analysis, and local public safety agencies, evaluated new autonomous technologies and determined their potential impact and effectiveness at maritime ports. It also included a several mock challenges to focus engagement with industry on specific real-world scenarios using autonomous technology for better, faster, cleaner, and more efficient emergency responses.

VISA is a research enterprise of the Virginia Modeling, Analysis, and Simulation Center (VMASC) at Old Dominion University in Norfolk. As the nonprofit operations arm of the Virginia Innovation Partnership Authority (VIPA), CIT is the primary source for information, grants, partnerships, and seed funding for UxS in the Commonwealth. Through a memorandum of understanding, VISA will initiate and implement pilot programs in Hampton Roads and the Eastern Shore to support CIT’s UxS strategic plan to grow the industry across Virginia.

“VISA and CIT will work together to identify promising business opportunities for innovators of unmanned technology in Hampton Roads and the Eastern Shore,” said Tracy Tynan, director of the Virginia Unmanned Systems Center at CIT. “By working with VISA, we will capitalize on the strengths of the region to build on the Commonwealth’s industry leadership to encourage customer demand.”

In addition, CIT is creating the Virginia Public Safety Innovation Center (VPSIC), which will be led by Chris Sadler, the deputy chief/deputy director of York County Fire and Life Safety. The VPSIC will test emerging technologies and their ability to aid and benefit first responders and the communities they serve. It will help ensure public safety agencies across the Commonwealth have access to the latest technology to support their missions.

“The agreement between VISA and CIT is another positive step forward for the growth and development of unmanned systems technologies and opportunities in Virginia,” said David Bowles, the executive director of VISA. “The ongoing development of the UxS Strategic Playbook for Hampton Roads and the Eastern Shore will help pilot projects and initiatives move from discussion to opportunity as region’s needs and challenges are identified.”

The VISA and CIT executives say there are numerous existing resources to build the UxS industry in the region, including a long coastline with access to open water, world-class rocket launch facilities, federal defense and civilian government installations for research and development, advanced manufacturing centers, and a highly skilled workforce.

About VISA: The Virginia Institute for Spaceflight and Autonomy (VISA) is chartered to grow the entrepreneurial ecosystems for space flight and autonomy. The Institute will be the hub to leverage Virginia’s world-class assets in space launch, autonomous systems, modeling and simulation and data science to solve real-world problems. Through industry, academic, and governmental agency partnerships, our vision is to create an environment of research, technology, commercialization, and educational opportunities to grow the spaceflight and autonomous systems industry.

About CIT:
As part of the new Virginia Innovation Partnership Authority (VIPA), CIT, the Virginia Center for Innovative Technology, accelerates next-generation technologies and technology companies through commercialization, capital formation, and market development initiatives. The Virginia Unmanned Systems Center at CIT focuses on engaging and connecting emerging UxS technology companies with opportunities to innovate in all domains: land, air, sea, and space. www.CIT.org

NO MORE DELAY OF PROSECUTION OF MILITARY SEX ASSAULT BILL WRITE WEINER & MOORE IN STARS AND STRIPES

Rabria Moore

WASHINGTON, DC, UNITED STATES, July 29, 2021 /EINPresswire.com/ — No more "delay, delay, delay" on legislation for independent prosecution of military sexual assaults, write former White House spokesman Robert Weiner and policy analyst Rabria Moore in an op-ed in Stars and Stripes (named H2 as the #2 op-ed in the country.)

Weiner and Moore begin, “Years of delay, delay, delay has been the story of doing anything about legislation prosecuting sexual assault in the military, but new developments show that real progress may happen soon. However, there are no guarantees.”

They write, “The latest Defense Department’s fiscal report found that over 20,000 service members experienced some form of sexual assault annually, a 38% increase from 2016.”

They continue, “We’ve repeatedly heard defense of the current internal adjudication process from the secretaries of the services and many members of Congress. However, on June 22, Secretary of Defense Lloyd Austin endorsed changes to the way the military handles sexual assault following recommendations from a Pentagon commission he assembled.”

They explain, “’We will work with Congress to amend the Uniform Code of Military Justice, removing the prosecution of sexual assaults and related crimes from the military chain of command,’ Austin said in a statement. Austin also supports the inclusion of other special victims’ crimes, including domestic violence, in the independent prosecution system.”

They go on, “On June 23, Sen. Kirsten Gillibrand, D-N.Y., House Speaker Nancy Pelosi, and Senate Majority Leader Chuck Schumer were among lawmakers who announced introduction of the Vanessa Guillen Military Justice Improvement and Increasing Prevention Act, which would allow an independent military prosecutor to decide whether to pursue trial in all serious cases, including rape and murder. The bill has bipartisan support from 66 senators and over 100 House sponsors of similar legislation.”

They contend, “President Joe Biden has the ability to fix this issue with an executive order. President Harry Truman signed an executive order that abolished discrimination on the basis of race, color, religion or natural origin in the U.S. Armed Forces. President Bill Clinton signed an order that called for safe and effective vaccines, antidotes and treatments to negate or minimize the effects of chemical, biological and radiological weapons.”

They argue, “Biden himself signed an executive order that allowed all qualified Americans to serve in the Armed Forces regardless of gender identity. Similarly, he has the power to defend victims and survivors of sexual assault in the military through an executive order, at least until Congress can pass a bill that protects those members. Permanent legislative action is the best solution.”

They state, “Gillibrand has been working to eradicate this problem since 2013 with the Military Justice Improvement and Increasing Prevention Act.”

They assert, “The bill removes the decision over whether to prosecute serious crimes, including sexual assault, from the chain of command to ‘independent, trained, professional military prosecutors.’ Crimes that are ‘uniquely military in nature’ and ones that are punishable by less than one year of confinement will remain within the chain of command.”

They continue, “The current system allows military leaders to protect the individuals who do not need or deserve such protections.”

They write, “Research found that two common reasons individuals do not report sexual assault are lack of confidence that something will be done and because the person that they had to report to was the perpetrator or a friend of the perpetrator.”

They explain, “Military leaders inside the services are skeptical about shifting prosecution decisions on sexual assault and other major crimes to independent judge advocates, according to The Associated Press. They believe the shift could even decrease the number of prosecutions. Gillibrand is skeptical.”

They go on, “In 2016, 7 out 10 service members reported their assault in a ‘restricted’ manner, meaning they would confidentially disclose the details of the assault and receive medical and counseling services without starting an official investigative process. The number of victims who report in a restricted manner show the lack of confidence they have in the system’s ability to treat them fairly during an investigation.”

They contend, “Out of the 30% of individuals who make an ‘unrestricted’ report, 60% said they experienced some form of retaliation for reporting. Retaliation can include anything from demotion, salary reduction and firing to ostracism and maltreatment of a victim. It can serve as a way to intimidate sexual assault victims out of reporting.”

They argue, “Pentagon records also show that prosecution and conviction rates are falling while sexual assaults are not. Despite the service leaders’ concerns, all statistics point to the fact that service members are not receiving the help they need nor are they being treated fairly with the current system.”

They state, “Changing the way the military prosecutes sexual assault can be a game changer in fixing this persistent problem, potentially building confidence within the system and encouraging victims to come forward unrestricted.”

They assert, “’We haven’t moved the needle,’ said U.S. Army Gen. Mark Milley, Chairman of the Joint Chiefs of Staff. ‘That’s the bottom line. We haven’t resolved the issue.’ Milley and Austin could cause the individual services to come aboard needed changes.”

They continue, “A study by the Rand Corp. found that sexual assault doubles the odds that a service member will leave the military within 28 months. Assaults potentially contributed to 2,000 more members leaving the military than expected, and sexual harassment contributed to the departure of an additional 8,000 service members according to the American Homefront Project.”

They write, “The time for legislation for accountability and punishment has more than come, as in the Vanessa Guillen Military Justice Improvement Act, with bipartisan support. Pelosi and Schumer have promised votes soon.”

Weiner and Moore conclude, “They should be encouraged. Delay, delay, delay is no longer an option.”

MERIDIAN SETS NEW SAFETY STANDARD FOR HISTORIC PIER

Meridian Beam Gate at Santa Monica Pier

Meridian Beam Gate at Santa Monica Pier

SANTA MONICA CHOOSES BEAM GATE TO CONTROL TRAFFIC

With so many tourists and local people out and about enjoying themselves on the pier you have to be sure there will be no accidental or deliberate vehicle intrusions onto the pier.”

— Peter Whitford, Meridian CEO

SANTA MONICA, CA, US, July 29, 2021 /EINPresswire.com/ — One of America’s most visited tourist attractions, the Santa Monica Pier, now has a new and very effective “guardian” watching over it.

Meridian Rapid Defense Group has installed its highly regarded Archer Beam Gate at the entrance to the pier. The gate, placed right under the iconic “Yacht Harbor” entry sign, provides easy access for approved vehicles while at the same time protecting the thousands of pedestrians who visit every day.

Because there are restaurants and shops on the pier, delivery vehicles still need to gain access to the area and the beam gate can be used effectively to ensure that happens.

“With so many tourists and local people out and about enjoying themselves on the pier you have to be sure there will be no accidental or deliberate vehicle intrusions onto the pier. More and more these days this is something security specialists are warning about,” said Peter Whitford, CEO of Meridian Rapid Defense Group.

Within days of its installation the Archer gate proved its worth by stopping a driver in a car who was attempting to get onto the Santa Monica Pier. The net on the gate captured the vehicle, as it was designed to do, and the driver was arrested. The incident reinforced Meridian’s motto of making people, communities, and places safer.

“We looked closely at the location and with the co-operation of Santa Monica, their city emergency service personnel decided the gate, which incidentally needs no power connection and can be operated by just one person, would sit discreetly at the start of the pier. As you can imagine we are very satisfied with the results so far.” said Mr. Whitford.

Maria Rodriguez and her two children, from Sacramento, were visiting Santa Monica Pier for the first time on Thursday. She said, “If this gate keeps us safe while we’re here I’m all for it. I’ve seen those news reports where car drivers lost control and hit people. So, if this keeps cars away from us and everyone else here that’s a great idea.”

The Archer Beam Gate is used all over the U.S. and Canada and most recently on the popular Ocean Drive in Miami Beach. The closing of that street was so popular it has become a semi-permanent pedestrian plaza. The Archer Beam Gate is also the “go-to” product for sporting event organizers who need to keep everyone safe by separating cars and fans while still allowing for some restricted vehicle access.

The gate is easily opened and closed and can be put together in just 15 minutes making it the perfect solution for clients who need a quick and easy way to filter traffic from pedestrian areas.

For more information about the Meridian Archer Beam Gate or the Meridian Archer 1200 Barriers visit www.meridian-barrier.com

The Archer Barriers are “SAFETY Act Certified” by the United States Department of Homeland Security (DHS) providing the ultimate standard in keeping people, communities and places safer.

India needs to drop food supplies over the starving Tamil homeland in the north-east of Sri Lanka: Tamils for Biden

Tamils want to name the next food drop by India “Operation Eagle 2” or "Operation Poomalai 2."

Tamils are suffering without enough food due to the Sinhalese military occupation, Chinese incursion, and Covid-19 lock down. Because of the economic crisis on the island, prices are extremely high.”

— Tamils for Biden

NEW YORK, UNITED STATES, July 29, 2021 /EINPresswire.com/ — Tamils in the Tamil homeland in the north-east of Sri Lanka are desperately hoping for another intervention like 1987’s “Operation Eagle” also known as "Operation Poomalai" to feed starving Tamils. These suffering people are scared to call for the help of India due to Sri Lanka’s oppressive terrorism law.

Tamils want to name the next food drop by India “Operation Eagle 2.”

One Tamil man said that India should realize that Tamils urgently need outside help to survive. Every Indian diplomat in Jaffna knows it very well. He said that all Tamils are wondering why India is waiting. It is the time to arrive with food supplies for the Tamils. He said the Sinhalese will be taken care of by the Colombo government and China, but so far no one has come to the Tamils’ assistance.

Tamils do not have any economy. Their cultivated lands were seized by the Sri Lankan army and Tamil farm workers were replaced by workers from the Sinhala south. Especially in Vanni, the economy is farming. Along the coastal area the economy is fishing, which is now controlled by the Sri Lankan navy or by the Chinese, as is sea cucumber farming. Only Sinhalese fishermen are allowed to fish. It makes it difficult for Tamil fishermen to subsist at all. This has all occurred with the collusion of fishery minister Douglas Devananda, a Tamil in name but a Sinhala lover.

The Covid-19 lockdown forced daily wage-earners to stay home without any income. These people are suffering tremendously.

There is no freedom. Even hunting is monitored by the Sinhale army. Tamils are scared to go hunting. Owning a gun is prosecuted by Sri Lanka’s draconian Prevention of Terrorism Act (PTA).

Most of the produce from Tamil homeland has been taken to Sinhala south by the Sri Lankan army.

Tamils are suffering without enough food due to the Sinhalese military occupation, the Chinese incursion, and the Covid-19 lock down. Because of the economic crisis on the island, prices are extremely high. Tamils cannot afford to buy any food items.

Tamils in Tamil homeland are praying that India will once again airdrop food supplies as it did during Operation Eagle in 1987.
