The Unintended Consequences of Trump’s Aggressive Use of Economic Sanctions

ASPEN, CO, UNITED STATES, August 16, 2018 / — Last week I saw the “Mr. Rogers’ movie “Won’t You Be My Neighbor?” I’m definitely not a Mr. Rogers’ groupie. However, the irony of Mr, Rogers’ message of treating all people with kindness, courtesy and a belief in each person’s dignity juxtaposed with President Trump’s messages and actions of imposing severe economic sanctions on countries who have traditionally been our allies, is hard not to compare.

Certainly, no one can accuse our current president of a Mr. Rogers’ like attitude when it comes to his indiscriminate and aggressive use of economic sanctions. The use of economic sanctions is nothing new. President Woodrow Wilson stated after the end of World War I, “A nation that is boycotted is a nation that is in sight of surrender. Apply this economic, peaceful, silent, deadly remedy and there will be no need for force.”

Unfortunately, President Wilson and many Democratic and Republican administrations who followed him were too optimistic in believing economic sanctions would bring a country to its knees. A case in point is Cuba. Heavy sanctions were imposed on the country after the 1958 fall of the Batista regime. Sixty years later, even after the death of Fidel Castro, those sanctions have had virtually no effect in changing the country’s policies or regime.

You might be wondering why sanctions are a powerful U.S weapon. Economic sanctions work because of the role of the dollar in global finance and trade and the dollar’s role as the world’s primary reserve currency. According to the Bank for International Settlements, in 2016, 88 percent of all global financial transactions were settled in dollars. In the first quarter of this year, global reserves held in dollars were $6,499 trillion or 62.72% of all governmental reserves.

As long as the dollar remains the world’s main reserve currency the U.S. can use economic sanctions as a weapon. However, America’s aggressive use of economic sanctions is seen by allies as well as adversaries, as a bullying tactic. Those countries that were merely annoyed are now seething and resentful that the U.S. can use economic sanctions as a weapon based on the global role of the dollar.

China, Russia, and Brazil called for a global move away from the dollar in 2009 during the global financial crisis. China renewed this attack in 2013. Both of America’s largest creditors, Japan and China have recently cooled on owning U.S. Government bonds. These rumblings of discontent have so far fallen on deaf ears in the Trump administration.

Crude oil is almost always priced in dollars. China is the largest importer of crude oil and has recently begun buying oil in its own currency, the renminbi. The Chinese move to purchase oil in renminbi should be seen as a first step to increase global demand for its currency, and a threat to the role of the dollar

While any real threat to the pre-eminent role of the U.S. dollar in international trade and finance will likely take years to materialize, the Trump sanctions are definitely causing American friends and foes to seek alternatives. Unfortunately, this is occurring as the U.S. is finding it necessary to increase its borrowings to finance a growing deficit and as the Federal Reserve has started to shrink the size of its quantitative-easing policy.

It is not a comforting fact that earlier this year, a little over one year into the Trump presidency, the Treasury Department had added over 700 government agencies, people and companies to its economic sanction list.

We need to remember that much of America’s deficit and therefore what we consider to be our “American way of life” is financed by foreign countries holding their reserves in dollars. If the president’s aggressive and what I would call the impulsive use of economic sanctions continues, the acceleration of the decline of the U.S. dollar as the world’s primary reserve currency is inevitable.

There were always things you could consistently count on when watching “Mr. Rogers’ Neighborhood.” One was that speaking with care was important because all human beings have worth; being kind or nice was not a weakness; and Fred Rogers always made a distinction between imagination and reality. If only we had a president who could do the same.

Realizing there was a huge queue of people vying to get in front of you on the show, I did not invest the time to go through the process with my earlier projects. (Alas, I'm already 77 years old.)
However, the real-life tragic events currently occurring in many states of the country have led me to now urgently ask you to help intervene in the fight against these destructive forest fires. Today, more than one hundred large wildfires have burned about 1.7 million acres across the United States. The worst in California where one fire has taken the lives of 8 people and another fire has burned nearly 300,000 acres, becoming the largest wildfire in California history. Particularly painful to our hearts are the two young children (4 and 5 years old) and their great-grandmother who were taken by the fire, unable to escape its rapid approach.
Fighting the wildfires in California this fire season alone has thrown 14,000 firefighters from different states of the US and other countries into a dangerous battle utilizing long-held methods. Unfortunately, they are technologically outdated and losing effectiveness as a means of extinguishing the increasing size and intensity of the fires today. I apologize for being blunt, but we do not have the right to use these firefighters as "cannon fodder", where too many of these heroes perish while doing their best under such intense conditions?
My colleagues and I set ourselves the task of creating a new and effective tool for extinguishing wildfires, which would reduce risk to firefighter’s lives and increase the efficiency of suppression.
Fortunately, we have created the new explosive hydrogen capsule concept, which when introduced into a fiery inferno produces five beneficial fire suppression actions:
1. The explosive force itself blows out the flames. It is common knowledge that a mixture of hydrogen with oxygen produces tremendous explosive power. Experiments have repeatedly proven that an explosion pushes the flame off of the fuel, like blowing out a candle.
2. The blast wave breaks trees and foliage, putting them on the ground, greatly reducing possible fuel for re-ignition.
3. Tons of soil blown up into the air significantly reduces the contact of potential fuel material with oxygen in the air.
4. Returning to the ground, soil particles act as a blanket covering the smoldering remnants of flame.
5. Once in a great while a rare opportunity to serve veterans and their families appears AT NO COST TO TAXPAYERS. Such an opportunity is about to materialize. Earlier this year the U. S. Supreme Court ruled that New Jersey can implement a sport gaming system. That means that other states can do the same. In Michigan this would represent at new source of revenue. A frequent comment of many elected officials is, “We cannot do enough for our veterans.” This is a way that they can!

It is a golden opportunity to fund all of Michigan’s present and future veterans’ programs & services without relying on General Fund resources. As proposed, the anticipated fund would produce $50 million a year [at an earning rate of 5%]. That would allow the state to cover the cost of the Michigan Veterans Trust Fund (MVTF) Emergency Grant Program, the operations of all the state veterans’ homes, the grant funding of Veterans Service Organizations (including the county offices of veterans affairs), all currently existing smaller programs, and future programs such as veterans housing initiatives and cemetery expansions, said John Riling, State Council President".

It is also important to note that the funding of the expanded trust could come from other sources such as medical and/or recreational marijuana. Enabling these actions can put Michigan in a unique position of creating a template for funding veterans’ services state-by-state throughout the country. Once again, this would be without relying on General Fund resources.

It is election time and soon the State Legislature will be in its lame duck session. This is the time for every citizen that wants to help support our brave Michigan Veterans to tell the candidates and elected officials to support a bill that will earmark these funds to support our Veterans. Make it clear that you support our Veterans and you want them to do the same. You can make this happen.

The Michigan State Council-Vietnam Veterans of America (MSC-VVA) wants your support and to be ready to act – NOW. The legislature will need to amend the current Michigan Veterans Trust Fund (MVTF) statutes to enable the funding of a full range of veterans programs & services. Among them should be the expansion of the MVTF Board of Trustees to oversee the major programs mentioned above. Another goal should be the establishment and solidification of a Michigan Department of Veterans Affairs. Call, write, attend rally’s; do want you can to talk to the candidates and elected officials about creating this legislation that will secure the financial funding for our Michigan Veterans.
